Combined ENM complex moves forward

Elko New Market continues to take steps forward with Market Village Residential Community. The building will combine a senior apartment complex with a public library. The proposed project is being done between the city, Scott County and the Scout County Community Development Agency (CDA).

According to City Administrator Tom Terry the proposed project is scheduled to go before the city's Planning Commission on Tuesday, Nov. 16, with a special council meeting scheduled for Thursday, Dec. 2. The CDA is working to qualify for Build America Bonds to help with the project. The work has to be done by December as the bonds go away at the end of this year.

Market Village Residential Community will be a four-story structure with 49 senior housing living units. The library will be 4,0000 square-feet. The complex will be located on a six-acre site south of Scott County Road 2 (Elko New Market's Main Street) and west of J. Roberts Way. While the library and senior complex would have separate entrances, the senior apartments would have access to the library during business hours.

The project has been under discussion for five years and cost is estimated between $6 to $7 million. The estimate for the city's portion of the library is currently $425,000 with Scott County to provide $550,000 toward the building.

A schedule for the building would begin with preparation of the site being done during January and February of 2011. Construction would start in March and continue through the following year with the completion by March, 2012.
