Commissioners review human services

The Le Sueur County Board worked through a relatively light agenda at its meeting Tuesday, Oct. 18, reviewing activity by the human services department, receiving information on redetermination of county ditch benefits, and approving a resolution to authorize the sale of bonds for road projects.

Human Services Director Sue Rynda and John Glisczinski, fiscal supervisor, presented the detailed report and update, which they prepare monthly, using graphs and charts with year-to-date comparisons, covering finances, income maintenance and child support, family services, out-of-home placements, in-home family therapy and behavioral health.

Rynda also introduced new staff member Leigh Jagusch, who works in children's mental health, and announced a Kudo's Award to Kathy Siebsen, community support technician, for her work in the department.

Highway project

Bruce Kimmel of Springsted Incorporated, financial consultants for the county, presented his company's recommendations for the issuance of $2,145,000 general obligation capital improvement bonds to finance three road projects as part of the county's 2005-2011 capital improvement plan. The projects involve CSAH 12 at Waterville, CSAH 23 at St. Peter and CR 104 at Cleveland.

When asked about tax impact of the bond sale, Kimmel said it would be $8 per year for a $100,000 residential property, based on a projected interest rate of 4 percent.

The bonds will be sold Monday, Nov. 14, with award by the commissioners on Tuesday, Nov. 15 during their regular meeting.

A resolution to accept the recommendation was approved 4-1, with Commissioner Bob Culhane dissenting.

Also at Tuesday's meeting:

• Following presentation of Lake Washington County Park proposed sewer assessment of $60,000 by Don Reak of the parks department, the board accepted the assessment, which has been budgeted, and approved payment.
