Council approves debated fence

A proposed fence that has stirred up some debate between neighbors was unanimously approved by the New Prague City Council at its Monday, June 5, meeting. Seventeen people attended the meeting with about half of that total there to voice support for or against the fence.

The resolution for the fence to be located at 716 Main St. E asked for two variances. One was that the fence be six-feet, two feet taller than called for in the ordinance. The other variance was that the fence be built at the property line, which would place it 12 feet from the curb along Seventh Avenue SE. The city’s ordinance calls for a fence to have a setback of 30 feet from a property line if it’s over four feet tall.

City Planning Director Ken Ondich noted that if the fence followed the setback ordinance, it would be in the middle of the backyard. Resident Joel Wollin, owner of the property at the corner of Main Street E and Seventh Avenue SE, was proposing to build a "shadowbox" style of fence with vines such as clematis or climbing ivy on it. He is requesting the two variances so he and his family can have privacy. Ondich said an alley next to Wollin’s property provides access for his neighbors. He noted the alley was approved by a townhome association and not by the city. Ondich explained that the fence will not cause any visibility reduction for people exiting the alley. Cars leaving that way will still have a full view of Seventh Avenue SE.
