ENM senior housing/library project budget off by $700,000

The combined senior housing/public library project in Elko New Market will cost more than originally thought.

The Elko New Market City Council learned last week that budget fees received from the Scott County Community Development Agency (CDA) were off by approximately $700,000.

The first thing I want to know is how did this happen? asked Mayor Jason Ponsonby during the Elko New Market City Council's Thursday, Nov. 18, meeting. He also asked that at the bottom line whose fault is this?

City Administrator Tom Terry notified Mayor Ponsonby about the error earlier in the week and the two had been having discussions leading up to the meeting. Ponsonby noted from the information that's been presented to him, his opinion is the fault does not lie with Elko New Market.

The city is working with Scott County and the CDA on the project, with an estimated cost of $7 million. The senior housing aspect, to be known as Market Village Residential Community, is to be a four-story structure with 49 senior housing living units. The attached library will be 4,000 square-feet.

The complex is planned for a six-acre site south of Scott County Road 2 (Elko New Market's Main Street) and west of J. Roberts Way, east of downtown New Market. Construction is scheduled to begin in 2011 and be completed in one year.

Ponsonby explained the community has been asked to waive approximately $136,000 in a number of city fees and charges. Ponsonby believed they should not waive all the fees.

Council member Bob Hanna agreed, adding the city has to cover its expenses.

The consensus of the council was that the project should still go forward, noting the benefit the project will bring to the city.

Council members instructed Terry to discuss the possibility of the city waiving a portion of its building permit fees and having the CDA pay the other fees over a period of time. The exact numbers to be waived and the length of the payback period were left open for discussion.
