Go carts lead to new track for ordinance

A request for a go cart track in New Prague has led the city along a new route for a city ordinance.

The proposed amendment to the city's transient merchant license came during discussions with Kristopher Howard of New Prague, who wanted a permit for a temporary or mobile go cart track under the name Big Daddy Racing.

New Prague Planning Director Ken Ondich explained during a first reading of the amendment at the New Prague City Council's Monday, July 19, meeting that he consulted City Attorney Scott Riggs about the proposal. Riggs, with the firm Kennedy & Graven, suggested amending the transient merchant license so that it includes the selling of services and not just products.

Ondich noted the location for a go cart track would have to be in complaince with the city's zoning requirements. The track could not be set up in a residential area. The parking lot for a church or a school would likely be appropriate since both typically have additional parking spaces.

"How can a go cart be quiet?" asked Mayor W.A. "Bink" Bender.

"It's quieter then a lawn mower," responded Council member Kristin Guerrette.

Howard explained his plan was to get the operation going this year and eventually make it permanent by offering an area that had go carts, batting cages and other activities. He had a temporary track set up in the parking lots of Pizza Ranch and AmericInn on June 16 and said public response was "overwhelming."

The second reading and adoption will be at the council's Monday, Aug. 2, meeting. There is also a 30-day period before the change takes affect.

Guerrette asked if the city could grant Howard permission to run a track in the meantime.

New Prague City Administrator Mike Johnson said he would ask the city attorney if that was possible.

The council approved the first reading.
