Council approves two of three requests with 2020 street project

The New Prague City Council approved two of three requests concerning the Main Street 2020 improvement project at its Monday, Dec. 3, meeting. The council did unanimously approve a resolution ordering improvement and preparation of plans for the project and a concurrence with Section 4(f) for Temporary Occupancy of Memorial Park to replace an existing 28-inch clay storm sewer outlet pipe that runs across the park. The council tabled until its Monday, Dec. 17, meeting a resolution approving the final layout (Municipal Consent) for the Main Street 2020 improvement project. The council wanted more information concerning the proposed closing of 11 accesses to Main Street.

There were 22 people at the meeting, most there for the joint public hearing on the street project. The first reason for the public hearing was to reconsider a resolution ordering the improvement as part of the Minnesota Statute 429 process. State law requires a construction contract to be entered into within one year of the date of approval of a resolution ordering the improvement for Main Street. Due to the size and planning time needed for this large project, it will not be bid or under contract until the fall of 2019 with planned construction to start in the spring of 2020. Because of that, the city is required to specify by resolution a time upon which it is anticipated the contract will be entered into. The second reason for the public hearing was for the resolution approving the final layout (Municipal Consent) for the Main Street 2020 improvement project. It was required due to the closing of the 11 accesses.
